The aviation industry is looking for innovative solutions to optimise costs and exchange knowledge. One of such solutions are aviation clusters. The aim of the article is to demonstrate that aviation clusters are an important tool in a comprehensive systemic approach to ensure security of the state and region. The article outlines the origins of cluster creation, along with several definitions of industrial clusters, and an attempt is made to define an aviation cluster. It also presents the actions of the Polish government within the framework of cluster policy and provides an analysis of the current state of cluster policy implementation in Poland. The article emphasises the necessity of collaboration between the aviation industry and the government. The activities requiring changes include: cooperation and supervision at both national and self-government levels (voivodeship, district, municipal). The publication also indicates areas requiring improvement for the proper functioning of aviation clusters in Poland. It should be emphasised that the article does not cover all issues related to this area. However, the author hopes that the research conducted and the issues presented will highlight the opportunities and threats related to the existence of aviation clusters for the development of Polish aviation industry and its importance on the international stage, especially in the context of the post-war potential of the Ukrainian aviation industry.

Modernisation of the Japanese Garden in Silesian Park in Chorzów – case study

The area where General Jerzy Ziętek Voivodeship Park of Culture and Recreation was established had consisted primarily of the degraded post-mining areas, spoil heaps, landfills, sinkholes and marshes. In 1950, due to the initiative of General Jerzy Ziętek, the Governor of Silesia, it was decided to establish one of the largest urban parks in Europe on the border of Katowice, Chorzów and Siemianowice. The design was commissioned to Prof. Władysław Niemirski of the Warsaw–Ursynów school of landscape architecture at the Warsaw University of Life Sciences. The realisation work had begun in 1951 and lasted for almost 20 years until 1968. The park’s programme was designed to offer a great variety of recreational and natural functions, making this realisation unique both in Poland and Europe. Among the numerous attractions, several objects deserved special attention, such as the amusement park, the zoo, the planetarium, the extensive water system and the forest zone. The modernity of the park can also be attested by the diversity of its internal transportation system with a wide walking promenade, numerous paths for pedestrians and cyclists, as well as a narrow-gauge railroad and a cable car, which provide access to the most distant parts of this nearly 600 ha area. Along the central axis of the park, a number of theme gardens were designed, yet only some of these have been realised. The most important of these, designed by Prof. Edward Bartman, are the rose garden and the Japanese Garden, the latter of which has been realised only partially. Under cooperation between the Department of Landscape Architecture of the Warsaw University of Life Sciences and Silesian Park, a comprehensive natural inventory and a series of pre-design analyses of the area were carried out between 2014 and 2016. The concept for modernisation of the Japanese Garden was developed in the next step, followed by the construction project and the construction permit. The work on the detailed construction documentation was completed in the autumn of 2016. The design had been realised and put into operation in July 2021. In 2023, it won the internauts’ vote in the “Public Space” category of the Plebiscite Polish Architecture 2022. The paper presents the most important results of the spatial analyses carried out, the programme, assumptions and methods, as well as selected design solutions related to the design and realisation of the Japanese Garden in General Jerzy Ziętek Voivodeship Park of Culture and Recreation.

Golden algae (“killer algae”) as a threat to Poland’s economy and nature

The unprecedented bloom of golden algae Prymnesium parvum in the Oder in 2022 has been the worst ecological disaster in Poland and Germany since decades. In 2023, the penetration of those “killer algae” from the Gliwice Canal, as well as from the Czernica and Januszkowice reservoirs into the mainstream of the Oder was stopped by the State Water Holding – Polish Waters. The article presents the current state of knowledge on this disaster and draws conclusions from pioneering tests conducted in Poland on methods to mitigate blooms in flowing waters (in the Gliwice Canal). Additionally, this work compiles and presents foreign methods of eradicating golden algae in fish ponds, in areas of great natural, sailing and fishing values, as well as fauna restoration (including mussels of family Unionidae, significant for both the economy and nature protection) following the massive bloom of P. parvum.

Issue 53 is available

Dear Readers,

We would like to inform you that the 53rd issue of the periodical MAZOVIA Regional Studies has already been published and you are cordially invited to read.

The part Analyses and Studies opens with an article by Beata Stelmach-Fita titled Harmonisation of data sets on land use: Definitions and directions of integrated development planning in Poland. The main theme is the evaluation of the implementation of the Directive 2007/2/EC of the European Parliament and of the Council (INSPIRE) in Poland, which established the Infrastructure for Spatial Information in the European Community.

The article titled The “Lex Developer” Act – functioning of the so-called Housing Act in the Mazowieckie Voivodeship in the years 2018–2023 by Katarzyna Farska, Jan Girczuk and Magdalena Sugajska discusses the impact of the so-called special act on the facilitation of the preparation and realisation of housing investments and accompanying investments on spatial planning in less than 6 years of its applicability.

The third article titled 100 years of spatial planning in Poland by way of example of Warsaw: The years 1928–1946 by Anna Wieczorek and Magnolia Gorzelak concerns development plans produced under the Regulation of the President of the Republic of Poland on Construction Law and Development of Estates of 16 February 1928 (with the original spelling from the legal acts of the interwar period).

In the Self-government section you shall find an article titled Implementation of the Mazowieckie Voivodeship Regional Operational Programme 2014–2020 in the municipalities of the Siedlce subregion by Monika Kierzkowska. From the article, we learn that beneficiaries from the Siedlce subregion filed 568 proposals under the RPO WM 2014–2020 with a value of PLN 1395.9 million and requested funding of PLN 903.8 million. The benefits of the Programme are numerous and noticeable in aspects of everyone’s life.

The Varia section contains two reports on energy transition issues. In the first one, Beata Wereda describes the Mazovian Energy Communities Forum; in the second one, Elżbieta Goryszewska summarises the second day of the Climate Congress of Poland 2025.

In Poland, we are currently witnessing the process of shaping an integrated development planning model, construed in a diverse manner. The concurrently ongoing reform of the spatial planning system has not solved all problems relating to the spatial chaos. The implementation of the INSPIRE Directive 2007/2/EC with regard to technical recommendations for the land use data theme has not been completed yet. Under such conditions, the creation of a graphic part of a general local plan (POG) presents a material challenge. These issues are addressed in a series of three articles under the common title Harmonisation of data sets on land use. Conclusions from selected analytical-empirical research conducted in the years 2011–2013 and 2016–2021 shall be presented, pointing out the constrictions in access to data on the existing land use, as well as on the location of investment decisions. Regulations affecting the scope and form of the graphic part of the general local plan shall also be analysed, practical aspects of creating POG, as well as legislative and technical recommendations shall also be presented, with particular consideration of the need for clarification of the mandatory components of the plan pertaining to the informative layer with regard to separate regulations. This article addresses the growing importance of integrated development planning, which requires data sets on land use of high quality and expresses the author’s opinion on the extent to which the above-mentioned recommendations have been implemented in Polish conditions.

The article discusses the impact of the Act on Facilitating the Preparation and Implementation of Housing Investments and Accompanying Investments on spatial planning in the Mazowieckie Voivodeship in the years 2018–2023, i.e. in less than 6 years of its applicability. The circumstances of the creation of the act, its basic goals and the changes introduced during its applicability are indicated. The role of the voivodeship self-government in assessing applications to determine the location of a housing investment was also discussed. The study analysed applications to determine the location of housing investments and accompanying investments (161 applications regarding 123 locations) filed with the Marshal and Executive Board of the Mazowieckie Voivodeship, and resolutions (123, including 16 refusals) regarding the determination of locations for housing investments and accompanying investments, announced in the Official Journal of the Mazowieckie Voivodeship, as well as supervisory decisions of the Mazowiecki Governor (16), declaring the above-mentioned resolutions invalid.

The article relates to development plans produced under the Regulation of the President of the Republic of Poland on Construction Law and Development of Estates of 16 February 1928. It is the first in a series of articles whose aim is to familiarise readers with the Polish spatial planning regulations in the years 1928–2025, as well as to discuss the plans proceeded thereunder, deciding about the shaping of cities. The plans of Warsaw are illustrated. The article preserves the original spelling present in legal acts from the interwar period.
