Accessibility declaration

The Mazovian Office of Regional Planning in Warsaw undertakes to ensure the accessibility of its website (service) in accordance with the Act on Digital Accessibility of Websites and Mobile Applications of Public Entities of 4 April 2019 (Journal of Laws of 2019, item 848, as amended).

Compliance with the law

The website is partially compliant with the aforementioned Act due to the incompatibilities or exclusions listed below.

Compatibility

The service is fully compatible with screen reading software for the blind, e.g. Window-Eyes, JAWS or NVDA. Full operation of the service is possible using either a keyboard or a mouse.

Exemptions

Maps are exempt from an obligation to provide accessibility, some files had been published before the Act on Digital Accessibility of Websites and Mobile Applications of Public Entities of 4 April 2019 entered into force.

Layout

The service does not block mechanisms built into web browsers to facilitate viewing of content by visually impaired people, such as

  • changing the font size up to 200% without losing readability and context of the site;
  • changing the colour contrast, including correct support for system dark themes;
  • using CSS to build the entire service.

The service is equipped with additional mechanisms to facilitate content browsing, such as

  • dedicated skip link navigation menu;
  • proper labels for screen reading software;
  • additional colour schemes to facilitate browsing for people with different types of visual and cognitive dysfunctions.

Keyboard shortcuts

The service does not include keyboard shortcuts that may conflict with assistive technologies (e.g. screen reading software), systems or user applications.

Detailed information on the accessibility of the site

1. The language of the sites of the service is correctly specified in the site code.

2. Site titles are correctly embedded throughout the service; each site has its own unique title, created based on a single, established template.

3. The consistent navigation is ensured throughout the service.

4. The possibility of bypassing blocks is ensured.

5. Headings are properly nested throughout the service.

6. Lists are used correctly throughout the service.

7. All forms are properly constructed and described.

8. Links are correctly described so that they inform about their purpose even out of context.

9. Graphic links are correctly implemented throughout the service using block-level links and the setting of blank alternative texts.

10. Navigation is consistent and logical throughout the service.

11. No element of the service, such as movement, animations, banners, flashes at a frequency higher than 3 times per second.

12. Each navigation element, such as focus and tabindex, has a clear border on the active element of the website, and tab key navigation is logical.

13. The contrast used throughout the service is consistent with the WCAG 2.1 standard at AA level.

14. Separation of structure and design – the sites of the service are accessible and readable when CSS support is disabled. There are no HTML syntax errors.

15. Video players are adapted for people using the keyboard only.

16. All graphic elements have understandable alternative text or the possibility of setting such text by the editor.

17. All sites have the ability to use headings in the correct hierarchy.

18. The service is not constructed on the basis of tables treated as part of the layout design.

19. All navigation mechanisms “groups of links” are presented as unordered lists.

20. The order of navigation and reading, as determined by the order in the HTML code, is logical and intuitive.

21. The architecture of information is logical, clear, consistent and predictable.

22. Navigation elements and messages do not rely only on sensory characteristics, such as shape, visual location or place or sound.

23. Links provided in the content of articles are distinguished from the rest of the text not only by colour, but also by additional highlighting, e.g. underlining.

24. When the site is loaded, sound is not immediately played.

25. The contrast of between content and background is at least 4.5:1.

26. The service is properly displayed in the system high contrast mode (Microsoft Windows, Edge).

27. Text typography and contrasts are designed for readability.

28. When the font size is increased in the browser to 200%, there is no loss of content or functionality of the service.

29. The content is not presented using only graphics if the same visual presentation may be presented using text alone. The exception is text that is part of a logo or product’s own name.

30. Focus is visible, enhanced and meets minimum contrast requirements.

31. All information that is automatically moved and visible for more than 5 seconds or automatically updates has a mechanism to stop or hide it.

32. Links that are part of the navigation, such as article expansions (“more”, “read more”) are completed so that they are understandable and unambiguously inform the user where they will take him or what action he/she will perform.

33. At least two ways to find information, such as a site map and a search engine, are provided in addition to standard navigation.

34. The main language of the document, which is adequate to the language version, is defined. The content editing mechanism is able to define the language for individual content posted on subsites (lang attribute).

35. There are mechanisms throughout the service that cause, when changing the settings of any component of a user interface, an automatic change of the context.

36. The service contains a mechanism that warns about opening selected sites in a new window.

37. All form fields are labelled. The labels unambiguously indicate errors or success when filled in. In case of errors, the system suggests a solution.

38. The service does not use verification and security solutions based on the CAPTCHA mechanism.

39. Total compliance with HTML and CSS standards of the entire service (both templates and code generated from the content editor in which the editor works) is ensured.

40. The service may include technologies listed in WCAG 2.1 documents as supporting accessibility, such as Java Script, PDF, ARIA.

The same procedure may be used to submit requests for access to unavailable information and to submit requests to ensure accessibility.

Anyone has the right to make a request to ensure the digital accessibility of the website, mobile application or an element thereof. One may also request that information be made available through an alternative means of access, e.g. by reading a digitally inaccessible document out, describing the content of a film without an audio description, etc. The request should include the details of a person making the request, an indication which website or mobile application is involved and a method of contact. If the requesting person reports the need to receive information through an alternative means of access, he/she should also specify a convenient way of presenting this information. A public entity should comply with the request promptly, no later than 7 days from the date of the request. If meeting this deadline is not possible, the public entity promptly informs the requesting person when compliance with the request will be possible, but the deadline is no longer than 2 months from the date of the request. If it is not possible to provide digital accessibility, the public entity may propose an alternative way to access the information. If the public entity refuses to comply with the request to provide accessibility or an alternative way to access the information, the requesting person may file a complaint about the provision of digital accessibility of the website, mobile application, or the element of the website or mobile application. If all options have been exhausted, a request to the Ombudsman may also be submitted.

On Nowy Zjazd St, there is a public, pay-and-display municipal car park with three designated spots for people with disabilities.

Accessibility of building entrances and passageways through security

  • The main entrance to the building is on Wybrzeże Kościuszkowskie St. The entrance is above the street level. There are stairs and a ramp leading to the entrance. On the ground floor, there is an information/security post where a security guard is on duty at all times. Above the security post, there is a sign indicating the location of the Mazovian Regional Planning Office in Warsaw.
  • People with mobility issues may enter via the entrance at the rear of the building (floor -1). One lift is available from floor -1.

Accessibility of corridors, stairs and lifts

  • The premises are on the 4th and 5th floor. The 4th and 5th floor may be accessed by two lifts with voice announcements informing passengers of the floor number.
  • To enter the corridor leading to the premises on the 5th floor, please use the bell on the left side in front of the door (separating the hall with lifts and staircase from the corridor).
  • Opposite the entrance door on the 5th floor, there is a reception desk where one may submit documents.
  • There is a staircase in the building.
  • The edges of the stairs are marked with contrasting colours.
  • There are no changes in levels or steps on the floors.
  • The corridors are adapted for wheelchair access.
  • There is no Braille or large print signage in the building for blind and visually impaired people.
  • In the part rented by the office on the 5th floor, opposite the conference room, there is one toilet adapted to the needs of people with disabilities.

On the ground floor, there is an information/security post where a security guard is on duty at all times. Inside the building, next to the security desk, there is a board informing about the location of the MBPR branch in Ostrołęka.
  • The “B” entrance to the building is on Piłsudskiego St too. Stairs and a platform for people with disabilities lead to the “B” entrance. This entrance is supervised by a security guard.

  • The premises are on the 1st and 2nd floor. The premises may be accessed via the staircase or lift.
  • The stairs in the staircase are marked with warning tapes and equipped with non-slip strips.
  • There are no changes in levels or steps on the floors.

  • There is no Braille or large print signage for blind and visually impaired people in the building.
  • The Secretariat/reception desk is on the 1st floor in room 125.
  • In part “A” of the building, there are toilets adapted to the needs of people with disabilities on each floor (ground floor, 1st floor, 2nd floor). In part “B” of the building, there are no toilets adapted to the needs of people with disabilities.

On the ground floor, there is an information/security post where a security guard is on duty at all times. On the ground floor, there is a sign indicating the location of the MBPR branch in Płock.
  • It is possible to enter the office from Sienkiewicza St via a passageway leading from the building of the Mazovian Provincial Occupational Medicine Centre.
