The article presents the evolution of spatial planning, related to the changes that took place in Poland 25 years ago, as a result of the change of the political system of the state and socio-economic transformations. This evolution consisted of three main phases: the initial phase, covering the years 1989-1994, the phase of full transformation, falling in the years 1995-2003, and the phase that continues to the present day – the phase that finalizes the transformation of spatial planning.

Development of the Polish financial sector in the first decade of the 21st century

The article presents an analysis of the link between the development of the financial sector and the development of the real economy in the first decade of the 21st century. At the beginning of the article, an assessment of the state of the real economy was carried out on the basis of indicators that are used in analyzing the development of the real economy. Among them will be changes in: the level of gross domestic product (GDP), total consumption, capital expenditures, the development of the housing sector (housing units put into use), the unemployment rate, the inflation rate, the area of international exchange (the current account of the balance of payments, the value of exports and imports of goods) and the state of the debt of the state (government) and households. The second part of the article presents a change in selected variables, characterizing the financial sector.

In summing up the reflections of this article, it should be emphasized that the Polish transformation of 1989 took place on several fundamental levels. The most important of these, however, were the transformations in the political and social planes. These, in turn, caused transformations in other spheres, such as economic, cultural, administrative, etc. It seems that the most important achievements of these transformations are the change in the very nature of the state, the development of young democracy as a good state system, the creation of opportunities for citizens to exercise their due rights, the refinement of the idea of local self-government, the attainment of media freedom and the refinement of proper church-state regulation on the basis of the concordat. These achievements should be considered the most important in a political-sociological assessment.

Social capital in the post-modern era has become the most important factor in development. This article briefly analyzes the approach to social capital and assesses the level of social capital in Poland on the basis of selected metrics (such as trust and community involvement). The second part of the article is a search for an answer to the research question: how can business contribute to building social capital?

Agriculture of the Third Republic

In the last quarter of a century, there have been two events of great importance, initiating and determining to a large extent the course of the trajectory of the development of Polish agriculture, namely – the political transformation and Poland’s accession to the European Union. These events had a significant impact on agriculture. The shock therapy of the early 1990s, as a means of accelerated transformation, created unfavorable conditions for agriculture, determined by unfavorable agricultural price scissors, the return to farms of several hundred thousand workers laid off from non-agricultural enterprises, the decline in budget support, the liquidation of the State Agricultural Farms and other factors, resulting in the income collapse of agriculture and a regression in agricultural production.

The introduction of a free market economic system in Poland 25 years ago has resulted in spectacular development, while social development has lagged behind, leading to widening income disparities, persistently high levels of unemployment and the phenomenon of social exclusion. Poland has further opportunities for development in the economic and social spheres, as indicated by the progress made in the twenty-five-year period of transformation of the economic system, implementation and strengthening of the market economy. Poland belongs to the group of very highly developed countries, with a large market potential and ever-increasing domestic demand, but it is not free from serious threats to harmonious, sustainable social and economic development. Among these threats are the demographic situation, unemployment and the deficit in public finances. Dysfunctions in the development of scientific research, as well as its use in practice, are also a significant barrier to development, which is not conducive to the growth of national innovation.

I am pleased to present the next issue of the periodical MAZOWSZE Regional Studies. This is a special issue. It contains a set of articles devoted to the Polish experience of the last 25 years, which was a time of building a new legal order and introducing the principles of functioning of a modern democratic state. The experience of this period is decidedly positive, and this applies to virtually all areas of public life. Local government reform has contributed to the empowerment of local and regional communities. The investment efforts of local and regional governments and central authorities, especially after Poland’s accession to the European Union, changed the image of Poland.

Particularly acute is a person’s inner anxiety, a sense of danger, uncertainty about tomorrow, fear of the future. The anxiety of an individual person is transferred to the entire community in which the person lives.
