The Suburban Zone is a transitional area between urban and rural, an area between the traditional built-up areas and suburban area of the central city and the traditional rural areas, which is characterized by land use transformation and socio-demographic features. An area that separates urban and rural areas and can be treated as a border zone between them [Dziewoński K, 1987]. Nowadays in Poland, suburban zones of larger cities are subject to dynamic urbanization processes.

Rural areas vs. urbanization pressures in counties adjacent to Warsaw

The article presents the impact of urbanization processes, associated with the development of Warsaw, on changes taking place in rural areas in districts around Warsaw. The analysis covered the districts of Legionowo, Minsk, Otwock, Piaseczyn, Pruszkow, Warsaw West and Wołomin. The study found a steady trend in the counties adjacent to the capital of decreasing the area of land used for agriculture in favor of an increase in urbanized and built-up areas.

Regionalism in Spain

The regional question plays an important role in Spain’s political life. The Spanish experience with regional autonomy over the past 30-35 years has had a major impact on attitudes toward regionalisms in many European countries. During this period, the experience was evaluated positively. Recently, however, doubts have been raised about the impact of regional autonomies on the functioning of the economy and on state unity. The article consists of two main parts – a historical outline and an overview of selected regionalisms and regions. The first part discusses the historical factors in the formation of regionalisms in Spain.

You hold in your hands the next issue of MAZOWSZE Regional Studies, in which we publish texts mainly devoted to regional policy in planning and social terms. The volume begins with an article by Roman Szul, characterizing the differentiation of regions in Spain. In it, the author takes a closer look at the Iberian experience of regionalism and the problems associated with it, overlaid with economic and cultural conditions. The next two articles focus on the problem of spatial planning in the areas around Warsaw and predestined for its metropolitan area. Barbara Chmielewska – the author of the first one – presents the influence of urbanization processes, associated with the development of Warsaw, on changes taking place in rural areas in the districts of Legionowo, Minsk, Otwock, Piaseczyn, Pruszków, Warsaw West and Wołomin.

2014 marks the 15th anniversary of the establishment of the Mazovian Regional Planning Bureau in Warsaw. During this period, dozens of studies, analyses and papers were prepared in the Bureau, concerning the issues of regional development and spatial planning in the Mazowieckie Voivodeship. MBPR has also prepared a number of strategic documents for the region, among which are the development strategy or the spatial development plan.

Local self-governance and the territorial dimension of development. Management of functional areas

The article presents selected problems related to the management of functional areas in Poland in the context of the practice of local governments and the challenges arising from the need to territorialize development policies. Functional urbanized areas that have been forming in Poland for several years, including their most complex form – metropolitan areas, are territorial systems that integrate connections and dependencies related to various spheres of human activity, including mainly economic activity. These layouts are a new phenomenon and an unknown challenge from the perspective of development planning and management. Twenty-five years ago, when the foundations of territorial self-government were laid, it was not foreseen that the development of urbanization would take such a pace and such forms, and that the location of various functions would follow a different logic, all of which would become a serious problem for development management.

Spatial planning in Poland in the past 25 years

The article presents the evolution of spatial planning, related to the changes that took place in Poland 25 years ago, as a result of the change of the political system of the state and socio-economic transformations. This evolution consisted of three main phases: the initial phase, covering the years 1989-1994, the phase of full transformation, falling in the years 1995-2003, and the phase that continues to the present day – the phase that finalizes the transformation of spatial planning.

Development of the Polish financial sector in the first decade of the 21st century

The article presents an analysis of the link between the development of the financial sector and the development of the real economy in the first decade of the 21st century. At the beginning of the article, an assessment of the state of the real economy was carried out on the basis of indicators that are used in analyzing the development of the real economy. Among them will be changes in: the level of gross domestic product (GDP), total consumption, capital expenditures, the development of the housing sector (housing units put into use), the unemployment rate, the inflation rate, the area of international exchange (the current account of the balance of payments, the value of exports and imports of goods) and the state of the debt of the state (government) and households. The second part of the article presents a change in selected variables, characterizing the financial sector.

In summing up the reflections of this article, it should be emphasized that the Polish transformation of 1989 took place on several fundamental levels. The most important of these, however, were the transformations in the political and social planes. These, in turn, caused transformations in other spheres, such as economic, cultural, administrative, etc. It seems that the most important achievements of these transformations are the change in the very nature of the state, the development of young democracy as a good state system, the creation of opportunities for citizens to exercise their due rights, the refinement of the idea of local self-government, the attainment of media freedom and the refinement of proper church-state regulation on the basis of the concordat. These achievements should be considered the most important in a political-sociological assessment.
