Conducting an effective development policy for the region requires identifying existing problems, setting goals and consistently striving to achieve them. The aforementioned activities will not bring the intended benefits if development managers are not able to anticipate changes occurring in the socio-economic reality of the region.

Activities for public education open the list of basic tasks imposed by the legislator on provincial governments. The ultimate goal of these activities is to raise education in the region to a qualitatively higher level, which is also expressed through the participation of local governments in the creation of educational policy. One of its important elements has become the Regional program for supporting the education of gifted pupils and students, adopted by Resolution No. 2309/89/07 of the Mazovian Voivodeship Board on November 6, 2007.
