Overcoming the barriers to development is the key to conducting local policy. Barriers to development may also be regarded as mechanisms used by the public authorities to stimulate development, and it is possible to overcome them with the use of appropriate tools (instruments), namely, techniques (methods) which have an effect on the development process.

The Strategy for Development of Central Poland until 2020 with an Outlook 2030 is the fourth supra-regional strategy adopted by the Council of Ministers. Work on its preparation was initiated in 2012 by the local governments of the Lodz and Mazovian Voivodeships, signing an agreement on interregional cooperation. The result of the agreement was the development of the Concept for the Development Strategy of the Central Poland Macroregion 2030, which, based on the diagnosed potentials of the two voivodeships, defined the fields of cooperation and objectives for the development of the macroregion. It became the basis for the development Strategy for Central Poland by the Ministry of Infrastructure and Development.

The article is an attempt to show the possibility and necessity of a new development policy based on the so-called territorial dimension – integrated planning plans and procedures and integrated system projects. The author tries to show that the territorialization of development policy imposes the need for integrated development planning. And the leading factor for this concept is the orientation of the policy to the creation of a qualitatively new resource in the form of territorial capital.

Narutowicz Square in Warsaw, in terms of space and urban planning, is one of the most interesting and important squares in the modern capital. It serves an important function as the transportation center of Warsaw’s Ochota district. The purpose of this publication is to indicate the real values of the square, taking into account the many years of historical layers. The authors of the publication have queried archival materials documenting the transformation of the square’s space.

The paper presents two cultural events, occurring at different times and in different places. Seemingly alien to each other, but with a common causality, which is the Garden of Eden, which is the call of faith. It is an analysis, fundamentally debatable in its formulations, filled with events that have already been fulfilled. The first is the “Plock Door,” a monument of fine art once placed in the main entrance to the Plock Cathedral, and the second is the plant beds of wrought precious metal, silver and gold, in the gardens of Texcoco, in the classical period of Mexico.

The article considers the early medieval Bródno Grodzisko in Warsaw as a special element in its surroundings. Discovered in the 20th century, thoroughly researched, it is a symbol of the past. Modern materials used to restore the site, as well as to shape the space in its vicinity, can reduce the value of its historical message.
