You hold in your hands the next issue of MAZOWSZE Regional Studies, in which we publish texts mainly devoted to regional policy in planning and social terms. The volume begins with an article by Roman Szul, characterizing the differentiation of regions in Spain. In it, the author takes a closer look at the Iberian experience of regionalism and the problems associated with it, overlaid with economic and cultural conditions. The next two articles focus on the problem of spatial planning in the areas around Warsaw and predestined for its metropolitan area. Barbara Chmielewska – the author of the first one – presents the influence of urbanization processes, associated with the development of Warsaw, on changes taking place in rural areas in the districts of Legionowo, Minsk, Otwock, Piaseczyn, Pruszków, Warsaw West and Wołomin.

Regionalism in Spain

The regional question plays an important role in Spain’s political life. The Spanish experience with regional autonomy over the past 30-35 years has had a major impact on attitudes toward regionalisms in many European countries. During this period, the experience was evaluated positively. Recently, however, doubts have been raised about the impact of regional autonomies on the functioning of the economy and on state unity. The article consists of two main parts – a historical outline and an overview of selected regionalisms and regions. The first part discusses the historical factors in the formation of regionalisms in Spain.

Rural areas vs. urbanization pressures in counties adjacent to Warsaw

The article presents the impact of urbanization processes, associated with the development of Warsaw, on changes taking place in rural areas in districts around Warsaw. The analysis covered the districts of Legionowo, Minsk, Otwock, Piaseczyn, Pruszkow, Warsaw West and Wołomin. The study found a steady trend in the counties adjacent to the capital of decreasing the area of land used for agriculture in favor of an increase in urbanized and built-up areas.

Dispersal processes of development in the suburban zone of Warsaw

The Suburban Zone is a transitional area between urban and rural, an area between the traditional built-up areas and suburban area of the central city and the traditional rural areas, which is characterized by land use transformation and socio-demographic features. An area that separates urban and rural areas and can be treated as a border zone between them [Dziewoński K, 1987]. Nowadays in Poland, suburban zones of larger cities are subject to dynamic urbanization processes.

The purpose of this article is to identify and discuss the factors shaping the attitudes of local leaders toward cooperation in the Warsaw Metropolitan Area. The focus is on relations within the political space (between representatives of local government units, i.e., Warsaw and the other local governments, as well as the other local governments among themselves) and between organizations of the political space and organizations of the economic and cultural space (organizations of the business environment, business government and universities).

The article is devoted to the relationship between the belief in getting involved in municipal affairs and interpersonal trust, as well as an assessment of the attitude of the authorities to the social activity of residents in the Podkowa Leśna municipality near Warsaw. Involvement in the life of the municipality, regardless of the form, builds trust, i.e. strengthens social capital, which is so important for initiating cooperation of residents for the general good. The author shows that a sense of involvement in the municipality’s affairs does not necessarily result from giving to local organizations, of which there are more than a dozen in Podkowa Leśna.

Analysis of the improvement of road traffic safety on the example of two bypasses in Mazovia

The purpose of this article is to analyze the improvement of road safety on the basis of data, concerning accidents and collisions in the area of two municipalities in the Mazovian Voivodeship, in which bypasses of county towns in the course of expressways have been built (the municipality of Wyszków and the municipality of Garwolin). The study was conducted on the basis of data contained in accident cards, collected by the Traffic Bureau of the Police Headquarters within the Accident and Collision Record System (SEWIK), for the years 2006-2012. The Mazowieckie Voivodeship, in terms of the level of accidents, slightly deviates from the national average.

Among the numerous group of nanomaterials, nanofillers with bacteriostatic and biocidal properties, which are used in polymer plastics, coatings, paints, medical materials or coated fabrics, attract particular attention. Spherical silica containing various amounts of immobilized nanosilver was prepared by a sol-gel method combined with two-step SiO2 modification. The main factors determining the intended synthesis effect are the pH of the reaction mixture, stirring rate and temperature.

Thomas Piketty, a professor at the Paris School of Economics, is not yet widely known in the global scientific economic community. However, his name may soon appear in the world’s scientific firmament, as he has published an extremely interesting, but also very intellectually provocative book, entitled: “Capital in the Twenty-First Century” (Capital in the Twenty-First Century – English translation, published by Belknap Press of Harvard University Press, 2014). The starting point of the author’s considerations is to show the great economic inequalities of the modern world, especially in the aspect of the almost unbelievable wealth belonging to about 1% of the richest people.
