The metropolization of development processes is a new and difficult challenge for city governments and metropolitan areas. The development of metropolitan areas in Poland proceeds in a spontaneous and chaotic manner, resulting in functional-spatial conflicts and a lack of spatial order. There is a lack of legal regulations concerning the planning and management of the development of metropolitan areas.

The role of local governments in the European Union’s cohesion policy should undoubtedly be assessed on the basis of the principles of management and implementation of structural funds, imposed on member states by EU regulations. However, this discussion should be placed in the broader context of the role that Europe’s regions play in this policy.

Conducting an effective development policy for the region requires identifying existing problems, setting goals and consistently striving to achieve them. The aforementioned activities will not bring the intended benefits if development managers are not able to anticipate changes occurring in the socio-economic reality of the region.

Activities for public education open the list of basic tasks imposed by the legislator on provincial governments. The ultimate goal of these activities is to raise education in the region to a qualitatively higher level, which is also expressed through the participation of local governments in the creation of educational policy. One of its important elements has become the Regional program for supporting the education of gifted pupils and students, adopted by Resolution No. 2309/89/07 of the Mazovian Voivodeship Board on November 6, 2007.
