The role of local governments in the European Union’s cohesion policy should undoubtedly be assessed on the basis of the principles of management and implementation of structural funds, imposed on member states by EU regulations. However, this discussion should be placed in the broader context of the role that Europe’s regions play in this policy.

Measuring efficiency and effectiveness in local government is of momentous importance. This is due to the multiplicity of goals set for local government. The modern approach in Western democracies is that citizens play a central role in the functioning of public administration. Meeting the expectations of local communities becomes the most important goal of local government.

The metropolization of development processes is a new and difficult challenge for city governments and metropolitan areas. The development of metropolitan areas in Poland proceeds in a spontaneous and chaotic manner, resulting in functional-spatial conflicts and a lack of spatial order. There is a lack of legal regulations concerning the planning and management of the development of metropolitan areas.
