This article analyses demographic changes and spatial transformations between 2016 and 2023 in the Siedlce Functional Urban Area in relation to the spatial policy pursued by local governments, which is embodied in Studies of Conditions and Directions of Spatial Development of communes. The study provided information on the scale and intensity of suburbanisation processes, determined based on land use changes (in terms of areas occupied by residential and mixed residential-service development) and issued building permits, supplemented by statistical indicators on the intensity of residential development. Furthermore, the increase in urbanised land designated for residential purposes up to 2030 was estimated, taking into account demographic forecasts by Statistics Poland and demographic and spatial changes occurring in the analysed area over the eight-year study period. The conducted analysis served as a basis for formulating recommendations for the communes forming the Siedlce Functional Urban Area to guide their spatial policy towards shaping a coherent and functionally complementary space.

Social infrastructure is one of the key pillars of the socio-economic development, determining the population’s quality of life, the level of social security and access to essential public services. Of particular importance in this regard is healthcare infrastructure, whose organisational efficiency, spatial accessibility and human resources indirectly affect public health, life expectancy and the system’s capacity to respond to crises. In the context of ongoing demographic processes, such as population ageing, urbanisation and the depopulation of peripheral areas, the issue of the equitable distribution and the adequate development of healthcare infrastructure is becoming increasingly important. The aim of this article is to assess the state of social infrastructure for healthcare in the Mazowieckie Voivodeship, with particular emphasis on the accessibility of healthcare facilities, human resources, pharmacy infrastructure and long-term care. The study seeks to identify spatial disparities in access to health services and to highlight key challenges for the further development of regional healthcare infrastructure in the context of national and European systemic conditions.

The implementation of the INSPIRE Directive with regard to the land use data theme is one of the most complex issues of harmonisation of data sets on land use. Of particular importance here is the INSPIRE specification on land use, including the distinction between the existing land use and planned land use, the HILUCS classification and HSRCL as a reference framework for organising data on restrictions arising from public law.The aim of this article is to assess whether the Urban Register may support data harmonisation and interoperability used in the preparation of a general commune plan (POG), particularly with regard to reference datasets, existing and planned land use, and restrictions arising from separate legislation. The analysis examined relationships between the regulatory section of the general plan, its grounds, datasets compiled for spatial planning acts and the functions of the Urban Register. The article demonstrates that data on restrictions arising from separate legislation is primarily set out in grounds for the POG, which serves an informative and evidential purpose but is not an enactment of local law. At the same time, it was pointed out that the issue of harmonisation also concerns data on the present state, including the possibility of using the Land and Buildings Register as a basis for compiling datasets on existing land use following appropriate mapping to the HILUCS classification. The results of the analysis indicate a need to develop the Urban Register as a data node enabling the link age of data created for the POG and local land use plans with reference data sets, the comparison of existing and planned land use and the identification of data on restrictions arising from separate legislation.

The article deals with amendments to the Act on Spatial Planning and Development, which introduces a series of material changes in the spatial planning system in Poland, whose aim is to simplify, unify and streamline planning procedures, especially in communes. This is to be achieved through new tools governed by statutory law, such as a general plan, an integrated investment plan or the Urban Register. The article takes into due consideration provisions whose foregoing form has been modified just partially. It is worth noting that the analysis conducted is based only on expectations pertaining to potential benefits which may be brought by a solution for applicable regulations has not yet been fully implemented, and their interdependence has not been not put to the test. The main source of information employed in this article is the act and other publications addressing implemented changes.
