Harmonisation of data sets on land use: Definitions and directions of integrated development planning in Poland

In Poland, we are currently witnessing the process of shaping an integrated development planning model, construed in a diverse manner. The concurrently ongoing reform of the spatial planning system has not solved all problems relating to the spatial chaos. The implementation of the INSPIRE Directive 2007/2/EC with regard to technical recommendations for the land use data theme has not been completed yet. Under such conditions, the creation of a graphic part of a general local plan (POG) presents a material challenge. These issues are addressed in a series of three articles under the common title Harmonisation of data sets on land use. Conclusions from selected analytical-empirical research conducted in the years 2011–2013 and 2016–2021 shall be presented, pointing out the constrictions in access to data on the existing land use, as well as on the location of investment decisions. Regulations affecting the scope and form of the graphic part of the general local plan shall also be analysed, practical aspects of creating POG, as well as legislative and technical recommendations shall also be presented, with particular consideration of the need for clarification of the mandatory components of the plan pertaining to the informative layer with regard to separate regulations. This article addresses the growing importance of integrated development planning, which requires data sets on land use of high quality and expresses the author’s opinion on the extent to which the above-mentioned recommendations have been implemented in Polish conditions.

The “Lex Developer” Act – functioning of the so-called Housing Act in the Mazowieckie Voivodeship in the years 2018–2023

The article discusses the impact of the Act on Facilitating the Preparation and Implementation of Housing Investments and Accompanying Investments on spatial planning in the Mazowieckie Voivodeship in the years 2018–2023, i.e. in less than 6 years of its applicability. The circumstances of the creation of the act, its basic goals and the changes introduced during its applicability are indicated. The role of the voivodeship self-government in assessing applications to determine the location of a housing investment was also discussed. The study analysed applications to determine the location of housing investments and accompanying investments (161 applications regarding 123 locations) filed with the Marshal and Executive Board of the Mazowieckie Voivodeship, and resolutions (123, including 16 refusals) regarding the determination of locations for housing investments and accompanying investments, announced in the Official Journal of the Mazowieckie Voivodeship, as well as supervisory decisions of the Mazowiecki Governor (16), declaring the above-mentioned resolutions invalid.

The article relates to development plans produced under the Regulation of the President of the Republic of Poland on Construction Law and Development of Estates of 16 February 1928. It is the first in a series of articles whose aim is to familiarise readers with the Polish spatial planning regulations in the years 1928–2025, as well as to discuss the plans proceeded thereunder, deciding about the shaping of cities. The plans of Warsaw are illustrated. The article preserves the original spelling present in legal acts from the interwar period.

Implementation of the Mazowieckie Voivodeship Regional Operational Programme 2014–2020 in the municipalities of the Siedlce subregion

The article presents the implementation of the Mazowieckie Voivodeship Regional Operational Programme 2014–2020 (hereinafter referred to as the Programme, RPO WM 2014–2020) in the municipalities of the Siedlce subregion. The Programme is a tool for the implementation of the development policy pursued by the Mazowieckie Voivodeship Self-Government, expressed in the Mazowieckie Voivodeship Development Strategy until 203021. The RPO WM 2014–2020 provides funds for infrastructure, healthcare, education, culture, entrepreneurship development, as well as research and development. The article presents projects relevant for the entire subregion and EU funding per capita in the municipalities of the Siedlce subregion. It also presents the effectiveness of beneficiaries in drawing up proposals and obtaining funding, as shown by the share of signed project agreements in relation to proposals submitted, as well as the results of concluded projects. The survey covers the period from 2015 (the beginning of the Programme implementation) until 19 January 2024 (data availability). The aim of the article is to present the involvement of beneficiaries from the municipalities in the Siedlce subregion in obtaining funds under the RPO WM 2014–2020, the scale of support obtained for the implementation of investments for the development of the municipalities and the subregion as a whole, and to show the areas to which the funds were allocated and what results were achieved.
